Graham was born in Cambridge and brought up in Alconbury. After graduating from University of Leeds he qualified as an accountant and has worked in practice and both the private and public sectors and was awarded an honorary degree in Politics. While living in London Graham was elected Leader of the London Borough of Ealing and became active in London politics. Since returning to Huntingdonshire Graham has been active in North West Cambridgeshire Conservative Association where he was Chairman until the boundary change. He was a Councillor on Huntingdonshire District Council and led the council until 2019.
Since retirement Graham has been involved in local activities for example he has been co-opted again to his Old Hurst Parish Council and he a trustee of The Educational Charity of Thomas Hammond in Somersham.
